Regulations of the General Organization of Social Insurance (GOSI) permit Saudi subscribers to work for two or more employers at the same time but most companies lay down conditions that deny them this privilege. As a result, over 1.7 million Saudis have been deprived of the chance to supplement their income by working part-time.

Fahd Mahboub, a legal consultant, has said if an employment contract signed by the employee and the employer states that the employee can do a second job, then he has the right to do so.

“If the contract states the opposite, then the employee does not have the right to work for anyone other than his employer. In this case, the company has the right to hold him accountable for such action. Most of the contracts mention this condition, which is a legitimate right, since the contract has been signed with the mutual consent of both parties,” Mahboub said.

A GOSI report, which was published on its official website, noted a 5 percent decrease in the number of subscribers who work in the private sector by the end of 2017. Non-Saudi subscribers account for 82 percent of the total subscribers of the organization, which stood at 9.6 million.

The number of GOSI Saudi subscribers who work in the private sector increased to 1.78 million by the end of 2017. The number of non-Saudi subscribers decreased in 2017 and reached 7.9 million. The total number of non-Saudi residents who are no longer subscribers of GOSI is over 585,000.
